This research aims to examine Europe's normative power in the diffusion of climate norms through its enlargement policy, focusing on the special (and near-death) case of Turkey. The research approaches the EU Green Deal and the subsequent European Climate Law as a turning point in the Union's global climate action, with clear implications for the EU's external action and climate conditionality. As the EU strives to make European economies and societies sustainable by becoming the world's first carbon-neutral continent by 2050, it is also making an effort to involve other actors to a greater extent in the fight against this major global threat. Despite the long impasse in its relations with the EU, Turkey, as a country that is largely integrated into the EU's internal market thanks to the customs union that has been in place since 1996, and that is committed to implementing the necessary measures as a signatory of the Paris Agreement, the latest UN treaty on climate change, seems eager to cooperate with the EU on climate action. As part of this general research framework, the seminar will address the following topics: The EU as a global climate actor, the EU's own climate regime and actions, climate norms and conditionality as part of the EU enlargement process, the EU climate regime after the Green Deal, the impact of the Green Deal in the enlargement process, Turkey's performance in aligning with EU climate norms, Turkey's motivations for adopting EU climate norms, Turkey's response to the Green Deal.
Seven ERDOĞAN is an Associate Professor at the International Relations Department of Recep Tayyip Erdogan University. She graduated from Boğaziçi University and received her MA from Middle East Technical University. She holds a PhD in European Studies from Ankara University. Her main research interests focus on various aspects of European integration, including the EU's external relations with accession and neighbourhood policy countries, the historical and institutional development of the Union, and the EU's migration agenda. She has published numerous book chapters and articles and has given numerous presentations and speeches. She is on the editorial board of two academic journals. She is currently interested in conducting studies on gender, paradiplomacy and climate change. It is also member of the global network of paradiplomacy. Her recent publications have appeared in the Journal of Asian and African Studies and the Asian Journal of Women's Studies.
